The Estonian Education System and the VET are exclusively managed by the Ministry of Education.

VET providers are the schools, the universities and the training organisations (public or private).
The Professional councils (16) set out the standards. The awarding bodies are the Professional Qualifications Committees (85) and the Examination Committee.

The certificate is a document certifying the professional qualification; the format and the awarding procedure are established by the Government. It must be registered in the Register of Professions by the awarding body.
The Certificate Supplement can be issued together with the certificate in order to give further information to those provided in the Professional Certificate.

The social partners are actively involved in the VET. In particular the employers play a more active and influential role since they take part in the Professional Councils (established under the Vocational Educational Institutions Act).

The Professional Councils develop qualification requirements and professional standards and issue the qualifications. Several bodies are in charge of setting out the qualifications: the most important is Kutsekoda founded in 2001.
