In 2006 a Ministerial Act (Ministerial Decision No 110998/2006) has set up a common methodology to create the professional profiles. O.E.E.K., EKEPIS and the Social Partners' representatives have cooperated to set out more than 140 Professional profiles; the second step will be the launch of other 80 qualifications. The profiles are defined taking into account the labour market's evolutions; the courses are not based on the learning outcomes and there isn't a national qualifications system yet.
The studies in high schools last three years and the programme includes theoretical, technical, vocational subjects and the on-the-job training. The courses in EPAS (Vocational Schools) last two years and the education is divided in four semesters and it is addressed to students who hold a certificate awarded by a high school.
In the Secondary Education the design of the training programmes is in charge of the Ministry of Education; in regard to the Post-Secondary level (Initial Vocational Training) they are set out by committees involving OEEK representatives, the employers and the workers which submit a new proposal to OEEK's Managing Board for the final approval. In the Continuing Training the Ministry submits a call for tender taking into account the market's needs; VET Institutes supervised by EKEPIS can submit proposals to be approved.
