At the age of 12, most students leave primary education and continue their school career in secondary education. The secondary education consists of three different school types: pre-university education (vwo), senior general secondary education (havo) and pre-vocational education. The vocational training is divided into pre-vocational, vocational and higher vocational. In the Netherlands the secondary vocational education will undergo a considerable change in the next few years. This change is necessary in order to accommodate the wishes of business and education sectors and to keep up with current developments in society. Central to the innovation is the idea of competence. Currently all courses refer to a qualification linked to a specific profession.
